The programme
Birmingham City Council moved its finance and HR systems to Oracle Cloud, going live in April 2022. In February 2025 the council's external auditor, Grant Thornton, issued a Public Interest Report on that first implementation. The auditor's June 2026 follow-up records the earlier finding of “fundamental weaknesses in governance, programme reporting, stakeholder management, organisational capability, and design and testing discipline.”[2]
The council then reimplemented the system under a programme called Brindley. Its July 2026 update to the Audit Committee set out a go-live in August 2026 and a total estimated programme cost of £144.4 million by April 2028.[3]
The same update reports an independent Delivery Confidence Assessment from May 2026. It noted that one officer held both the Senior Responsible Owner role for the programme and the Section 151 role for financial oversight, and said that “independent financial sign-off must be clearly documented and attributed, so the Board's decision is transparent and defensible.” A post-implementation review is planned for July 2027.[3]
